On April 11, 2025, a working meeting was held within the framework of the project “Water Supply and Sanitation Security in Moldova,” under the sub-project “Construction of the Water Supply Infrastructure in Cahul District.” The event was attended by Mr. Pavel GROZA, President of Cahul District, and Ms. Violina MÎȚĂBLÎNDĂ, Interim Head of the Directorate of Economy and Investment Attraction of the Cahul District Council.
During the meeting, the Terms of Reference for Technical Supervision Services in construction were presented — an essential part of the implementation of the execution project “Main Aqueduct Cahul – Lebedenco – Pelinei – Găvănoasa – Vulcănești (villages) – Alexandru Ioan Cuza and internal networks of the villages Lebedenco, Hutulu, Ursoaia, Pelinei, Sătuc, Găvănoasa, Vladimirovca, and Nicolaevca (Phase II); Connection of the Vulcănești station and the Valkanes Free Economic Zone (Phase III).”
Key elements of the Terms of Reference include:

Construction of the water transmission pipeline in Cahul and Vulcănești districts, as well as water distribution networks in the communes of Pelinei and Găvănoasa (Cahul District) and the Vulcănești station (Vulcănești District);

Assumption of the role of "Engineer", as defined in the FIDIC Red Book, by the designated supervision company, which will support the South Regional Development Agency (ADR Sud) and the Client (Project Implementation Unit of the National Office for Regional and Local Development) in all contractual aspects, including payments, and monitoring environmental and social requirements;

Implementation stages: the first stage includes one month for preparatory activities and 24 months for supervision of the works, and the second stage involves a 12-month defects notification period followed by two months for issuing the Performance Certificate and finalizing the contract.
It should be noted that the project is implemented with financial support from the World Bank, with a total estimated budget of approximately 226 million MDL, of which 3% represents the beneficiaries’ own contribution.
