REGULATION
ON THE FUNCTIONING OF THE YOUTH AND SPORTS SERVICE
OF CAHUL DISTRICT COUNCIL

I. General Provisions

1.1 This Regulation establishes the main functions, duties and rights of the Youth and Sports Service of Cahul District Council.
1.2 In its activity, the Youth and Sports Service is guided by current legislation, decisions of Cahul District Council, provisions of the Cahul District President, this Regulation, as well as other normative acts.
1.3 In solving matters within its competence, the Youth and Sports Service (hereinafter - the Service) cooperates with departments, sections, subdivisions and services of local public authorities in the territory, specialized organizations, educational institutions in the district. It provides information about planned actions in the territory to Cahul District Council.
1.4 The Service specialists are public officials, having rights, obligations and social guarantees established by the Law on Public Office and the Status of Public Official.

II. Functions of the Service

2.1 Implements state policies in the field of youth and sports in Cahul district;
2.2 Develops and implements comprehensive programs of actions for youth and sports development, protects social and economic interests, promotes and capitalizes on the potential of the territory's population involved in youth and sports activities;
2.3 Coordinates and contributes to ensuring proper functioning conditions for sports associations in the territory, sports infrastructure, youth facilities under its management;
2.4 Promotes the experience of sports and youth associations and organizations in solving problems related to youth and sports.
2.5 Supports initiatives of specialized organizations in developing projects aimed at organizing leisure and recreation time for the district's population.
2.6 Cooperates with sports associations and organizations, youth organizations in the republic and abroad, for implementing joint actions.

III. Duties of the Service

3.1 Develops and implements perspective plans in the field of sports in Cahul district;
3.2 Implements the action plan of the Youth Work Strategy;
3.3 Coordinates activities of local public authorities and educational institutions in the field of youth and sports;
3.4 Coordinates measures for organizing sports and youth events in the district;
3.5 Promotes performance sports in the district;
3.6 Conducts cognitive and sports activities in collaboration with Cahul Education Department, Cahul Culture Section, NGOs, associations and sports clubs in the territory;
3.7 Provides assistance to Youth Centers, sports associations and clubs, youth organizations in solving socio-economic and cultural problems;
3.8 Ensures organization and coordination of activities of sports clubs and physical culture groups located in the district territory, as well as NGOs, Public Associations and Youth Centers in the district.
3.9 Organizes festivals and cultural events, sports competitions, seminars and round tables, other mass events of cultural-cognitive, educational and recreational nature;
3.10 Cooperates with departments, sections and subdivisions of Cahul District Council in solving youth and sports problems;
3.11 Develops and ensures implementation of the Service's activity program, calendar plan of youth and sports actions;
3.12 Organizes and monitors the conduct of sports events, activity of youth centers and youth organizations, regulates the operation procedures of youth and sports facilities subordinated to Cahul District Council;
3.13 Organizes sports competitions, coordinates activities of sports associations in the territory, ensures preparation and participation of sports teams in district, national and international competitions;
3.14 Informs mass media and public opinion about implementation and conduct of youth and sports actions in the district;
3.15 Analyzes the situation in the field of youth and sports in district localities and proposes to Cahul District Council solutions and necessary action plans for situation improvement.

IV. Rights of the Service

4.1 To request, in the manner established by legislation, from enterprises, institutions, organizations, information concerning youth and sports problems;
4.2 To involve, in various organizational forms, representatives of state institutions, local administration in examining and solving problems related to youth and sports;
4.3 To create commissions, working groups for organizing and conducting sports events and competitions, examining and solving problems in young people's social life;
4.4 To familiarize with activity of certain organizations, services, institutions, enterprises regarding matters within the Service's competence;
4.5 To develop and ensure implementation of youth and sports programs, initiated jointly with various specialized structures in the district;
4.6 To involve under contract (concluded in accordance with Labor Code) specialists in developing and implementing sports and youth programs;
4.7 To submit for examination at operational meetings of Cahul District President's Office matters concerning youth and sports problems;
4.8 To perform other actions provided by current legislation.

V. Organization of Service Activity

5.1 The Youth and Sports Service is established by decision of Cahul District Council.
5.2 According to staffing table, the Service consists of a head and specialists, whose job responsibilities are regulated by job descriptions.
5.3 The Service Regulation, its amendments are approved by decision of Cahul District Council.
5.4 Job descriptions of Service officials are developed by the Service head, coordinated by the district vice-president of the branch and approved by order of Cahul District President.
5.5 The Service head is appointed by decision of Cahul District Council, based on public position competition.
5.6 Service specialists are hired by order of the Service head, based on public position competition.
5.7 The activity of the Service and its officials is conducted according to monthly schedule, approved by the district vice-president of the branch, and corresponds to activity programs of Cahul District Council.
5.8 The Service coordinates its activity with the district vice-president of the branch and is subordinated to Cahul District President.

VI. Final Provisions

6.1 Reorganization or liquidation of the Service is within competence of Cahul District Council, in the manner established by current legislation.
6.2 The Service composition corresponds to staffing table of Cahul District President's Office, approved annually by Cahul District Council, upon proposal of Cahul District President.
